It doesn't take long for the initial shock to wear off; he wouldn't be commander if he didn't have the presence of mind to adapt even in seemingly impossible situations. It is his immediate prerogative to gather information--and to find a shirt--and those he comes across seem willing enough to provide him with details both about Luceti itself and about where he can find more proper clothing. He hears the same story several times, while he knows that doesn't necessarily mean that it is the truth, he can at least believe that it is what is perceived to be the truth by most here, which is nearly as good, for the time being.
