Finnick is also used to having to focus solely on survival- his own, and that of his loved ones. From age 14 onward, he was never free; the President owned him. So when people complain about being here, it's mostly lost on him. Sure, Vaeros is technically in control, but he mostly gets to live freely now, to do whatever he wants, without constant threat of death, of himself or his loved ones. Of course he's going to live it up, do and say whatever he wants, and love whoever he wants.

Finnick laughs lightly, allowing himself to be pulled by Levi to a more private area. It's quiet here; all that can be heard are the crickets and the waves lapping gently at the shoreline. He allows Levi to pick the pool they go into, since he seems to be the expert, and in the meantime takes off his clothing. He's not sure if going completely nude would make Levi uncomfortable, so he waits to see what the other man does before removing his underwear.
